NY DOT regulations for commercial motor vehicles

Overview

New York's commercial vehicle enforcement is handled by NYSDOT, NYS Police, and NYC DOT (within city limits). New York has one of the most complex commercial vehicle regulatory environments due to the combination of state-level rules and extensive New York City regulations. Major freight corridors include I-87 (NYS Thruway), I-90, I-81, and I-95.

Inspection & Enforcement Program

New York operates weigh stations and mobile enforcement units statewide. The state performs Level I through Level III inspections. NYC has its own enforcement through NYPD and NYC DOT with separate inspection and enforcement activities within the five boroughs.

Weight Limits & Oversize/Overweight

New York follows federal weight limits of 80,000 lbs GVW on Interstate highways. The NYS Thruway enforces weight at toll plazas. On non-Interstate state highways, weight limits vary by route and bridge capacity. New York City has extensive weight restrictions, including a 55,000 lb GVW limit on most city streets and 80,000 lb limit on designated truck routes.

New York-Specific Requirements

  • New York City requires all commercial vehicles to use designated truck routes. Off-route violations carry significant fines.
  • NYC has a 55,000 lb GVW limit on city streets (80,000 lbs on designated truck routes and highways).
  • The George Washington Bridge, Lincoln Tunnel, and Holland Tunnel have specific commercial vehicle restrictions including hazmat prohibitions in tunnels.
  • New York requires a state Highway Use Tax (HUT) certificate for commercial vehicles over 18,000 lbs operating on state highways.
  • The NYS Thruway uses cashless tolling; commercial vehicles need E-ZPass or are billed by mail at a higher rate.
  • NYC commercial vehicle parking and loading zone regulations are strictly enforced with high fines.
