Overview

Illinois is one of the busiest freight states in the nation. The Chicago metropolitan area is the nation's primary rail and trucking intermodal hub. Illinois enforcement is shared between IDOT, the Illinois State Police, and the Illinois Commerce Commission. The state has a large and well-funded commercial vehicle enforcement program reflecting its freight volume.

Inspection & Enforcement Program

Illinois operates weigh stations on major highways and deploys mobile inspection units. The Illinois State Police and IDOT officers perform Level I through Level III inspections. The state has significant enforcement presence on I-80, I-55, I-57, I-74, and the I-294/I-90 tollway system. Chicago-area enforcement focuses on overweight vehicles damaging local roads.

Weight Limits & Oversize/Overweight

Illinois follows federal weight limits of 80,000 lbs GVW on Interstate highways. However, Illinois has notably strict enforcement on non-Interstate roads. Many local roads, particularly in the Chicago suburbs, have posted weight limits as low as 8-15 tons. Illinois imposes severe overweight penalties that increase sharply with each additional pound over the limit.

Illinois-Specific Requirements

  • Illinois has some of the strictest overweight penalties in the nation. Fines increase exponentially: 1,000-2,000 lbs over can cost $200, but 5,000+ lbs over can exceed $3,000.
  • The state requires an intrastate carrier certificate from the Illinois Commerce Commission for for-hire carriers operating solely within Illinois.
  • Chicago and suburban Cook County have extensive local truck routing restrictions and overweight ordinances.
  • Illinois requires electronic toll collection (I-PASS or E-ZPass) on all tollway routes; cash toll plazas have been eliminated.
  • The state enforces a vehicle emissions testing program in the Chicago and Metro East areas.
